The Municipality of Dinalupihan was given the Trailblazer Award by the Institute of Solidarity in Asia during the Public Governance Forum last Tuesday, October 20, 2015 at the Philippine International Convention Center.   The Trailblazer award is given to institutions which pass with flying colors the compliance stage of the Public Governance System.      The Municipality of Dinalupihan has the distinction of being the first Municipality to have received the award for passing the Compliance Stage Revalida. 

For the Municipality of Dinalupihan, Mayor Gila Garcia defended in a public revalida before a panel of strategy management experts the Municipality of Dinalupihan’s vision to be the primary center for agro-based processed goods by 2020 and the mechanisms to attain the vision. 

Public Governance System (PGS) is a strategy management tool that allows national government agencies (NGAs) and Local Government Units (LGUs) to formulate a vision and execute the strategies to attain the vision.  It has four pathways:  Initiation, Compliance, Proficiency and Institutionalization.  All institutions undergoing the PGS will pass each of the stages after a public revalida before a panel of strategy management experts.
